briefing room before going to hawaii for the holidays. basically resetting the discussion for income rates at the threshold he originally wanted, $250,000 for couples. why that's important is because in previous conversations with speaker boehner, the president had moved off that number to something more friendly to the republican party, putting the number at about $400,000 and people thought that's where conversations would start today. democrats say, no, that's not the case because the speaker didn't have the membership vote on the $250,000 threshold. so this is about leverage, it's about negotiation. it's democrats going in to the meeting stronger they feel than what they perceive to be speaker boehner's position. republicans today talking about to me about various options they see and lots of conversations going on and certainly a spirit of willingness to get something done. can it get done? can it get done practically? those are the hard questions. >> yeah. after this 3:00 meeting, kelly o., will there be a document, a plan, a piece of legislation that will be carried from penns

class with six days left to act. gop still mia. joining me now from hawaii, kristin welker. was the president expected? >> we did expect that given there was no deal on the fiscal cliff that he would have to return early from his hawaiian vacation. he will be flying out late or this evening. the first lady and the first daughters continuing his hawaiian vacation. he will find himself in a similar situation. the negotiations are largely deadlocked. just to give you a sense of how we got to where we are, if you go back to last week, it seemed like the house and speaker were getting close to getting a big deal that would have included tax reform and deficit reduction. that fell apart. house speaker john boehner tried to get his own bill through the house. he realized he didn't have enough votes for that. that fell apart as well. the ball is in the senate's court. according to an aide, senate majority leader harry read will not bring a bill to the floor unless he believes he will not have the support to get it passed or at least not to block it. that is the strategy right now. president

senator daniel inouye of hawaii was the senior member, longest-serving member of the senate, which made him the president pro tem of the senate, having served nearly nine terms. first elected back in 1962. inouye was a recipient of the medal of honor. he was wounded during combat in the po valley in italy, a short time and short distance away from where a young bob dole was also hit in combat. dole almost lost his arm. inouye lost his. while recuperating after the war, the two men struck up a lifelong friendship, served in the senate, of course, together. inouye was given the nation's highest military decoration. he was son of japanese immigrants who volunteered for service in the war and dedicated his life to public service in this country. he was a huge power in the senate on military issues. he was part of both the watergate and iran contra committees. the senior man, senior democrat in the senate, dan inouye of hawaii, was 88 years old. >>> congressman tim scott of south carolina is reportedly about to become the first black senator from the south since reconstruction. the gove
